We are looking for a resourceful and motivated individual who is passionate about developing Science and Technology talent. The officer will have the opportunity to work closely with key national stakeholders across the research ecosystem as well as within A*STAR to support the National Recruitment Workgroup in achieving its objectives of (i) developing a national strategy to attract global research talent; and (ii) coordinating and synergising efforts in scientific talent recruitment for Singapore's research ecosystem. The officer will develop a deep understanding of national and cross-institutional policies, their wider impact on Singapore, as well as acquire skills in data interpretation and analysis for the formulation and development of strategies and plans for the Workgroup. The officer should have strong strategic research planning competencies, experiences in talent development and management, and proficiency in handling all secretariat and coordination functions. Additionally, he/she should be proficient in navigating complex interactions, requiring high-level persuasion and impactful presentations to align diverse stakeholders including national entities, cross-institutional partners, and internal A*STAR representatives. This role demands strategic oversight, adept management of intricate stakeholder relationships, strong group dynamics management to effectively support the achievement of the Workgroup's objectives and goals. ROLES AND RESPONSIBILITIESThe responsibilities of the officer include, but is not limited to, the following: Monitor the various workstreams and budget utilisation of the Workgroup; report progress during Workgroup meetings to ensure that the Workgroup is on track to achieve its objectives. Liaise with all Workgroup members and designated institutional POCs from the various institutions to obtain required information and collate inputs for the development of the Workgroup's proposed strategies, scheme review and execution plans. Liaise with NRF on the operational requirements for disbursement of funding for the Workgroup. Organise promotional events (e.g. webinars, seminars, overseas trips) for attracting overseas research talent to Singapore in accordance with the formulated national talent recruitment strategy. Provide secretariat support for Workgroup, including developing meeting agenda, following up on matters arising, and managing logistics of the meeting set up. JOB REQUIREMENTSEducational background in science and/or engineering will be an advantage Possess strong strategic thinking, people and negotiation skills Team player, pro-active, quality conscious, attentive to details and results-oriented Ability to thrive in a fast-paced environment and adapt to changing priorities Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders. Self-starter mindset, resource and driven, to deliver results under tight timelines Good leadership and project management skills Proficient in Microsoft Office suite
