The opportunity
We're looking for a strategic, community-minded leader to join our Executive Leadership Team as General Manager - Infrastructure Group | Tumu Ratonga Pūnahahanga.
The Infrastructure Group sits at the core of Council's mahi (work) — delivering the roads, water services, parks, and facilities that support our growing communities every day. As General Manager, you'll lead a diverse portfolio of essential services while guiding Council through a period of significant change.
From national water reform to regional growth planning, this is a role that calls for both big-picture thinking and practical delivery. It's about ensuring our infrastructure is resilient, well-managed, and ready for the future — while keeping people at the centre of every decision.
This role is your chance to:
- Foster a thriving environment by modelling a collaborative leadership style that encourages teamwork across Western Bay.
- Provide trusted advice to the Chief Executive and elected members on infrastructure strategy, risk, and investment.
- Lead with adaptability and integrity, steering the strategic direction and delivery of critical infrastructure.
- Drive Council's transition through major reform, including Local Water Done Well, ensuring services remain community-driven, and future-fit.
- Partner with iwi, hapū, government, and sector leaders to deliver shared outcomes.
To set you up for success, you'll have:
- 10+ years in infrastructure or senior leadership in a complex setting.
- Deep knowledge of asset management, capital projects, and sector legislation.
- A leadership style that empowers people, builds trust and delivers outcomes.
- Strong relationship management and engagement skills — especially in complex or multi-stakeholder environments.
- A clear understanding of Te Tiriti o Waitangi and its place in local government.
- The ability to think strategically and act decisively — turning vision into action.
