We're looking for an energetic, savvy IT Work Stream Lead who is ready to join us in this fixed term role providing outstanding planning, relationship management, and technical understanding. With a talent for organisation, you will be a key contributor to the TEC's work to design and implement the Quality Evaluation component of the Performance-Based Research Fund (PBRF). This busy and varied role is a great opportunity to grow your skills and experience, interact with a range of stakeholders across the tertiary education sector, and help support New Zealand's research capability.
As the TEC's second largest fund, the $315 million a year PBRF ensures excellent research in the tertiary education sector is encouraged and rewarded. The Quality Evaluation component of the PBRF involves a periodic assessment of the research performance of tertiary education organisations, which are then funded based on their results. The next Quality Evaluation is in 2026.
The Quality Evaluation is an extensive undertaking for the TEC and for participating tertiary providers. With over 8,000 evidence portfolios provided by researchers to 13 panels across 43 subject areas in the 2018 round, the IT system for the submission and assessment of research is key to a successful round.
What will you be doing?
As the PBRF IT Work Stream Lead you will plan and ensure successful delivery of work on the IT system by the go-live date in mid-2025. This involves:
Working as part of the PBRF team, across TEC, and with external stakeholders to ensure the development of accurate technical business requirements and procure a Vendor
Ensuring the IT system project plan is developed and approved
Project Management of the IT system deliverables and all associated activities
Ensuring Vendor deliverables, testing, and acceptance are achieved
Working with TEC's Information Directorate to ensure transition to TEC Hosting
Ensuring a range of TEC Reports are completed.

What skills can you bring?
The following skills are essential:
Excellent relationship management skills and written and verbal communication skills
Willingness and capability to become familiar with the PBRF Quality Evaluation 2026 guidelines, processes, and IT system requirements
A high level of accuracy and attention to detail
Ability to work cooperatively and collaboratively
The ability to create a collaborative culture and motivate technical people from different teams to deliver on schedule in a project environment
Risk awareness and the ability to manage threats before they occur e.g., building contingency into schedules to ensure major milestones are met
Planning and managing detailed tasks as well as a focus on the big picture.

Knowledge of the following is essential:
the software development lifecycle and how it is being applied in this project to produce the deliverables
the IT testing methods being used and the importance of robust repeatable testing artefacts to provide assurance of the quality of IT deliverables
IT release processes and the planning required to move software through various stages into production
IT support services, definition of service levels, and service level agreements
Disaster Recovery response plans.

The following experience will be an advantage:
Understanding of the Te Tiriti o Waitangi and familiarity with government processes and day-to-day administration of government policy.
